The Ecclesiastical History of Orderic Vitalis has been called `the greatest of all medieval chronicles'. These are relations based upon a chain of untruths contained in them, untruths of such a nature that, when one links up with another, it will be passed along from level (...) to level. The ultimate goal of human activity here resolves not to working as well as possible and producing all one can, but to reporting to higher-ups most successfully about the work done, and everything is aimed at having the work evaluated precisely on the basis of that report to a given authority, and not on the basis of what was really done. Evolutionary stasis is discussed in light of the idea that the common output of every successful evolution is the creation of the entities that are increasingly resistant to further change. The moving force of evolution is entropy. This general aspiration for chaos is a cause of the mortality of organisms and extinction of species. However, being a prerequisite for any motion, entropy generates (by chance) novelties, which may happen to be (by chance) more resistant to further decay and thus survive. (...) The entities that change rapidly disappear. All existing entities are endowed with an ability to resist further change. In simple organisms, the stasis is primarily achieved by means of the high fidelity of DNA reproduction. In organisms with a large genome and complex development, the achievable fidelity of genome reproduction fails to guarantee homeorhetic reproduction: there is more mutation than reproduction. Such species must be capable of surviving and remain phenotypically unchanged at continuous changes of their genes. This capability (canalization or robustness) reflects a global degeneracy of the link structure-function: there are more genotypes than phenotypes. Hence, function (i.e. meaning), not structure, is selected. The selection for successful ontogenesis in a varying environment creates developmental robustness to mutational and environmental perturbations and, consequently, to the halt of evolution. Evolution is resistance to entropy, the adaptation to environment being only one of the means of this resistance. Everything essential in biology is determined not by physical causality but by semantic rules and goal-directed programs. This principal operates on various levels of biological organization. The author of the article studies the activities of the Executive Committee of the Leningrad City Council on the development of the city and its infrastructure in the first half of the 50s of the 20th century. Particular attention is paid to prevention of attempts made by various departments to violate the existing layout of the city and cause damage to monuments of historical and cultural heritage. By the beginning of the 1950s, the tasks of restoring the municipal economy in (...) Leningrad and liquidating the damage caused by the war and the enemy blockade of the city were basically solved. In these years, the most acute task for Leningrad was to ensure a steady increase in the volume of housing construction and to reconstruct ‘under-repaired‘ residential buildings. In addition, it was necessary to build and start up the first stage of the subway, i.e. to fulfill the task set in the Fourth Five-Year Plan. To ensure the solution of these problems, the General Plan for the Development of Leningrad in 1951-1960 was developed. The most important part of the plan was the implementation of new housing construction along with the restoration and renovation of existing houses and buildings. Particular attention was paid to the development of social infrastructure. The plan provided for the construction of schools, hospitals, and other public facilities. The Executive Committee of the Leningrad City Council constantly kept under control the problems that arose with land allocation for organizations and enterprises located in the city. Sometimes the solution of these issues acquired the all-Union character, and the city’s leadership protected the interests of the residents and preserved the architectural and historical integrity of the city territories. Thanks to the principled and uncompromising position of the Leningrad City Council, it was possible to save many monuments of culture and architecture of the city, to ensure its development in strict accordance with the General Plan. The review of activity of local governments of Leningrad on the solution of social problems is presented in article in the period of the Great Patriotic War and restoration of municipal economy during the post-war period. The considerable attention is paid to questions of ensuring activity of the population and the main directions of social policy. Consequences of the public regress caused by war, which detained for many decades development of the social sphere in the country, are not studied yet. (...) In this regard, the judgment of process of overcoming of these consequences, research of the principles of work, methods and forms of administrative activities for the organization of full-fledged life of citizens during the recovery post-war period and in the next decades is of special interest. Completion of World War II entailed changes in a control system of the country - as it is known, extraordinary bodies of authority and management of a wartime in the capital and on places were abolished. Management of restoration and maintenance of full functioning life support system of the cities and areas transferred to local governments of the Soviet power - to city and regional councils of deputies and their constantly operating executive committees. The role of the social sphere in modern conditions more and more increases in improvement of economy, development of democratic processes. The scientific analysis of activity of the central and local authorities for protection and providing the population in years of war and the post-war period gives more deep understanding of role and importance of social questions in life of society. It reveals historical experience of creation, development and implementation of effective mechanism of such activity, that experience is useful for modern management practice of state and local authorities. The considerable case of sources, among which analytical and research works of applied and theoretical character is analyzed. (shrink)

Hunting for sport or pleasure is ethical because (1) it does not violate any animal’s moral rights, (2) it has as its primary object the exercise of human skills, which is a sufficient good to compensate for the evil that results from it, namely, the death of the animal, and (3) it contributes to the ecological system by directly participating in the balancing process of life and death upon which the ecosystem thrives, thus indirectly benefiting the human community. The paper focuses on the review of current literature on formal philosophy. Special attention is paid to the review of the book «Introduction to Formal Philosophy» [Hansson, Hendricks, 2018]. The book is a consistent introduction to the problems of formal philosophy, a research tradition that relies on the precise mathematical tools in order to study traditional philosophical problems. The methods of formal philosophy are successfully applied not only to the problems of ontology, epistemology and philosophy of language but also relevant (...) for the problems of ethics, axiology and social philosophy. The book demonstrates that it is not correct to identify formal philosophy with another area of study – philosophical logic, since formal philosophy uses not only logical methods of analysis, but also uses the tools of game theory, decision theory, probability theory, Bayesian statistics, and other theories. Although the book has a propaedeutic character, it also contains some open problems. These problems include the aggregation of the opinions of the group under the condition of a conflicting base of premises in the theory of public choice, there are still open problems in the interpretation of Arrow’s impossibility theorem and others. Certainly, formalization in itself is not a general solution to the particular philosophical problem, but only a tool that allows to formulate a problem in a more rigorous and precise way, which sometimes allows to reveal some unexpected consequences, some implicit contradictions and new solutions. Despite the importance of the concept of coherence in ethics, decision theory, philosophy of law, Bayesian epistemology, philosophy of science, the existing formalizations of the concept of coherence are highly specialized for epistemology, researchers recognize the lack of the relevant explanatory models. Overall, the book is an excellent introduction in to the field of formal philosophy, which provides a general overview of different aspects of formal philosophy and the opportunity to study particular research topics by means of an extensive bibliography accompanying each of the chapters. The article presents a detailed consideration of the arguments from the symposium “Verifiability”, which was held on July 14, 1945 in London, proposed by Scottish philosopher and theologian Donald MacKinnon, Austrian logician and mathematician Friedrich Waismann and English logician and philosopher of science William Kneale. MacKinnon’s approach to verifiability was based on the metaphysics of fact, while Waismann and Kneale’s approach was based on the semantic specificity of empirical concepts (“open texture” and context of use) and on the truth-values of (...) empirical propositions. The symposium in question is interesting primarily because it is the last meaningful discussion on the concept of verifiability in the form in which it was understood by the Vienna Circle. Despite the fact that, in the coming years, this concept received a completely different interpretation, which stands away from the original source, the 1945 symposium could be rightfully treated as a canonical discussion on verifiability in the sense that nothing like this has ever happened in the philosophy after. In this paper, we addressed the problem of choosing a nuclear fuel cycle. Ethical problems related to the choice of a nuclear fuel cycle, such as the depletion of natural uranium reserves, the accumulation of nuclear waste, and the connection with the problems of nonidentity and distributive justice are considered. We examined cultural differences in attitudes toward nuclear safety and the associated ambiguities in the choice of a nuclear fuel cycle. We suggested that the reduction in consumption of natural uranium (...) does not seem to be a feasible way of reducing nuclear waste because of the nonidentity problem. (shrink)

In the 17th-19th centuries human society formed the understanding of scientific and technological progress as continuous improvement of society and nature on the basis of the growing capacity of scientific knowledge of the world. This belief in continuous scientific and technological progress, absolutisation of a value-free scientific research, illusion of actual «creatability» of the world on the basis of the obtained knowledge resulted in emergence of a scientific religion, based mostly on the belief in the power of scientific knowledge and (...) the progressive character of technological activity, grounded on this knowledge. There appeared an illusion that if technology has made the Man of an animal, then, combined with science, it could make God of the Man, the Creator of not only artefacts but of the matter, nature and life as well. There is no insuperable barrier, neither in experimental physical science nor in engineering, between the Natural and the Artificial (the "second nature" created by human activity). From the Natural point of view, any natural or technical system is regarded as a self-contained object, an organismdeveloping in accordance with its own internal laws, whereas the Artificial point of view considers it a mechanism designed as a result of human activity. The task of philosophy is to open new possible worlds, new understanding of the world, to make them the people’s outlook and then embody them in reality. This fact inevitably influences philosophy of technology that is due to become not only a philosophic study of scientific and technological progress but also a new philosophy of technological sustainable development in the global world. This book is about the relationship between necessary reasoning and visual experience in Charles S. Peirce’s mathematical philosophy. It presents mathematics as a science that presupposes a special imaginative connection between our responsiveness to reasons and our most fundamental perceptual intuitions about space and time. Central to this view on the nature of mathematics is Peirce’s idea of diagrammatic reasoning. In practicing this kind of reasoning, one treats diagrams not simply as external auxiliary tools, but rather as immediate visualizations of (...) the very process of the reasoning itself. Thus conceived, one's capacity to diagram their thought reveals a set of characteristics common to ordinary language, visual perception, and necessary mathematical reasoning. The book offers an original synthetic approach that allows tracing the roots of Peirce’s conception of a diagram in certain patterns of interrelation between his semiotics, his pragmaticist philosophy, his logical and mathematical ideas, bits and pieces of his biography, his personal intellectual predispositions, and his scientific practice as an applied mathematician. In this article, the collective experimenter, arising in scientific projects from those modeled on the Alvarez group to megascience, is studied in the framework of the model of trading zones, as well as Actor-Network Theory. The collective experimenter is defined as a network of actors whose forms are trading zones, including the core – the empirical collective subject of cognition – and the peripheral part. The multitude of actors of the collective experimenter includes the core, as well as the community (...) of intentions and the external actors that are part of the periphery of the collective experimenter. Attention is focused on the differences between the author of epistemic claims, the subject of cognition and scientific collaboration. A classification of collective experimentalists is proposed that includes four types of ontologies. The classification is applied to JINR scientific projects, and within its framework projects of the Alvarez type, big science, proto-megascience and megascience are distinguished. Ways of developing projects to the megascience-level through the formation of cores-communicative communities in the structure of the collective experimenter are proposed. Premised on the results obtained, recommendations are formulated for the development of the JINR experiments program. (shrink)

The review introduces the main topics of the reports of the seminar participants of the Kant Society in Ukraine, held at the National University “Kyiv-Mohyla Academy” in December 2019. The speakers focused on the interpretation of I. Kant’s note on the “great light” in various historical and systematic contexts: from the evolution of the doctrine of space through the problem of metaphysical cognition and the new theory of judgment down to the concepts of normativity and conceptuality of human cognition.

The article shows that Borisov’s direct solution to the problem of skepticism about meaning using a special type of introspection is associated with the assumption of the agent’s direct access to their own consciousness. This assumption has two complicating consequences: the analogy with Moore’s paradox and the Platonic concept of meaning. It is also shown that direct access to meaning as a way of Borisov’s direct solution of the skeptical paradox significantly uses the performativity of the speech act, narrowing the (...) scope of analysis of the original problem. The little-studied problem of distinction in the analysis of the skeptical paradox of meaningful and formalized mathematics is noted. (shrink)

In The Sources of Normativity Korsgaard introduces her conception of practical identities understood as the source of moral obligations. This conception forms a point of transition from Korsgaard’s theory of action to her solution to the problem of the authority of moral norms. In order to describe how universal categorical reasoning is compatible with the moral content of particular practical decisions, Korsgaard needs to show how our contingent practical identities can be reconciled with what she defines as the universally shared (...) identity that expresses our humanity. To make this reconciliation work, she devises an argument for the public shareability of reasons amended by her reinterpretation of the Kantian as if principle. I suggest that, in doing so, Korsgaard steps too far away from Kant’s architectonic approach to the question of why moral norms bind us, and that, consequently, the Korsgaardian reconciliation between the two kinds of identities, as it stands, cannot be accomplished. The present paper is aimed at showing some correlations between Charles Peirce’s life, his intellectual habits as a logician and mathematician, his semiotic theory and his practice as a geodesist. For this purpose, it makes use of Peirce’s ideas about the nature of visual experience, some facts of his intellectual biography, and his definitions of sign and the term “virtual.” It appears that Peirce’s mature pragmatist and semiotic ideas find some support in his early practice as a scientist and a (...) mathematician, thus providing an interesting example of the intersection of scientific practice and philosophical speculation. The appearance in 1945 of the idea of the open texture of empirical concepts, which anticipated Friedrich Waismann’s thesis of a many-level-structure of language, led to a re-evaluation of “context”. It widens the sense of context that we are accustomed to mentioning as being Wittgenstein’s conception of meaning in his later philosophy. The new idea Waismann brought into the landscape is how to “clarify the context”, which is in a way a very non-Wittgensteinian question as well as an “explanation of (...) context”, where open texture plays a key role. But despite the amount of literature about open texture, this idea of Waismann is still not properly understood. Open texture must be situated as an obstacle to exhaustiveness of definition for internal reasons not only because of unforeseen conditions that could always arise in the future, but also by virtue of an a priori aspect of the texture of concepts. Thus, the main goal of this paper is to propose an interpretation of open texture as an immanent property of a concept, that is, as something that is underlying its nature. (shrink)

The article presents a careful analysis of the idea of the “open texture” of empirical concepts and the problems of verification in the way that they were formulated by Friedrich Waismann. The idea of the “open texture” means for Waismann a certain type of a linguistic indeterminacy or a sort of lack of definition, which must be distinguished from, and linked to, another types like vagueness or ambiguity. It is shown that empirical statements are not conclusively verifiable for two different (...) reasons: the incompleteness of description of the material object and the open texture of the terms involved. We cannot conclusively verify statements in which the empirical concepts are used, because we cannot define these concepts in an exhaustive way because of their open texture. Thus, the definition of the concept will be incomplete. Waismann’s approach to definition plays here a key role, and it is directly related to the open texture of concepts. The author proposes interpreting the open texture as an immanent property of the concept, as something that is embedded in it a priori, and which can cause a vagueness. Nevertheless, an open texture must be distinguished form a vagueness. This leads to the conclusion that an open texture is a possibility of vagueness; vagueness can be remedied by giving more accurate rules, open texture cannot. In this sense, the “open texture” of a language allows for a more precise definition of concepts (by adjusting the definition) if appropriate circumstances arise. This justifies the thesis that the argument of the open texture is the ontological basis of the linguistic anti-reductionism of Friedrich Waismann. (shrink)

Показано, что интерес к теории фикционализма Бентама связан не только и не столько с тем, что она выступает в качестве необходимой части его философской концепции, но с тем, что разработанный на ее основе метод определения вымышленных сущностей, во многом инспирированный логикой Аристотеля и его учением о категориях, видоизменил методологический аппарат современной философии языка. Метод (...) парафраза Бентама, как особый способ определения вымышленных сущностей, оказался применимым как в логико-семантических, так и философско-правовых концепциях XX века. (shrink)

This article explores contemporary approaches to the understanding and interpretation of the formation of inclusive society. The focus is on the investigation of the everyday experiences of individuals who face various limitations in their living conditions such as limited opportunities, special needs, and disabilities. The paper highlights the importance of considering the unique aspects of subjective time when systematically analyzing the functional characteristics and existential mechanisms of an inclusive society, which constitutes the living environment for people with disabilities. It points (...) out that the temporal intentionality of a mentally challenged individual manifests in a unique form of ordering, synchronization, and existence within various phenomena and events within the individual's mental imagery and inner experiences. The authors emphasize the necessity to differentiate two primary stages in an individual's perception and understanding of their actual existence—the evaluation stage and the stage of identifying prospects. The study shows how intentional temporality inherently transforms into individual time, revealing the peculiarities of internal experiences and the unique aspects of an individual's mental imagery. These are integral steps in the formation of a system of social events that are marked within the individual consciousness. The novelty of this study lies in the examination of intentionality within the framework of a disabled person's subjective time, a characteristic that is fundamentally individual yet resonates with the collective daily consciousness of disabled individuals within an inclusive micro-society. Kant first publicized the concept of “metaphysics of morals” in the Critique of Pure Reason and further justified it in other works. However, we can state some distinctive features and perspectives of this project. There are reasons to single out three meanings of this concept: the entire project of pure moral philosophy (MM1), the late work with the same name Metaphysics of Morals (1797) (MM2), the chapter in Groundwork (1785) on “Transition from popular moral philosophy to the metaphysics of morals” (...) (MM3). It is obvious that MM2 and MM3 belong to MM1 as a whole systematic project of the metaphysics of morals. Among Kant scholars was established the view that Kant’s project of “metaphysics of morals” was “completely new”, and the concept itself is Kant’s “creature” (G. Tonelli, R. Brandt). Instead, recent research shows that this project belongs to the modern tradition of universal ethics (Pufendorf, Wolff and his school). (shrink)

This article is a response to A. Patkul’s review of my translation of D. Jacquette’s book “Alexius Meinong, the Shepherd of Non-Being.” I disagree with reviewer’s opinion on a number of issues. One of the objections is that A. Patkul proceeds from the implicit (and sometimes explicit) opposition of analytical and continental philosophy when considering the contents of a book written by an analytical philosopher, and moreover translated by an analytical philosopher. This attitude is manifested by him in two trends. (...) Firstly, it is an emphasis on the already well-known sides of the Meinong’s theory of objects, which is rather of historical and philosophical interest, tending more to repeat the “Brentanian” roots and phenomenological aspects of Mining. Actually, the application of Meinong’s ideas to modern philosophical problems, which is the subject of Jacquette’s book, is practically ignored. Secondly, reviewer’s claims to the terminological decisions of the translator turn out, in addition to trivial typos, to be the result of all his desire to keep Meinong in the bosom of often scholastic terminology, with the recommendation to make do with Latin tracing paper. From my point of view, despite the well-known quirkiness of the terminology of Meinong himself, when translating, one should strive to convey the meaning in terms understandable to the reader. Blood coagulation is regulated through a complex network of biochemical reactions of blood factors. The main acting enzyme is thrombin whose propagation in blood plasma leads to fibrin clot formation. Spontaneous clot formation is normally controlled through the action of different plasma inhibitors, in particular, through the thrombin binding by antithrombin. In the current study we develop a mathematical model of clot formation both in quiescent plasma and in blood flow and determine the analytical conditions on the antithrombin concentration corresponding (...) to different regimes of blood coagulation. The conception of two kinds of practical identities, which Korsgaard introduces in the Sources of Normativity, helps her explain how universal categorical reasoning is compatible with the moral content of individual practical decisions. The era of the Tang dynasty was a period of great flourishing of all aspects of Chinese culture, when changes covered the most diverse spheres of philosophy, art and literature. The article examines the role played in this cultural transformation by translations from Sanskrit into Chinese of the religious and philosophical texts of Indian Buddhism. The specificity of the Chinese approach to the translation of Indian texts is demonstrated, when, at the initial stage, many works were translated in a rather (...) free style due to the lack of precisely established correspondences between Sanskrit and Chinese philosophical terms. The authors identify two additional factors that influenced the nature of the translations. Firstly, this is the requirement of compliance with the norms of public, mainly Confucian, morality. Secondly, the adaptation of the Indian philosophical context to the Chinese cultural and worldview traditions, which led to the emergence of new schools of religious and philosophical thought that were not known in India itself, such as Tiantai, Jingtu or Chan, each of which in its own way influenced the art of the Medieval China. Special attention is paid to the activities of the legendary translator, Xuanzang, whose travel to India gave a huge impetus to the development of Chinese philosophy in subsequent centuries, as well as to the contribution to Chinese culture and art, which was made by the translation activities of the three great teachers of the Tang era Shubhakarasimha, Vajrabodhi and Amoghavajra. The article deals with the nature of legal rules. The authors argue that if all legal rules have obligative character, it means that they have the imperative nature. The article shows that the main feature of legal language is that for an explication of imperative character of legal rules is enough the fact of existence of this rule in particular legal system. Besides, an application of several points of the theory of speech acts to legal language allows showing that the (...) question on what kind of linguistic form an imperative has, doesn’t matter, because this is always the legal rule. The article presents the philosophical and linguistic conception of Friedrich Waismann – the theory of many-level-structure of language. The key point of this theory is that each language stratum has its own logic: different concepts of truth, the methods of verifiability and the completeness of description are used in different strata. All this has an influence on the structure of logic itself. This approach suggests that all homogeneous statements (identical in a logical sense) are grouped in one stratum. The relations (...) between the different strata are of a most complicated, peculiar and elusive nature and that does not allow to reduce statement of one stratum to another. According to Waismann, these considerations lead to a new picture of the language, naturally divided into strata. (shrink)
